It works pretty well for "air," I reckon, but of course it was fully tracked during Smiley Smile which rules it out historically.
As I mentioned in an above thread, "Holidays" was one of the earliest pieces recorded for Smile, and work on "the Elements" didn't really begin until November.

I meant whispering winds from the end of smiley smile's "wind chimes". I know that it is very similar in some respects to an ending tag of "holidays", but since no one has really been able to synch the two up, I'm just saying the chant alone.

1967 DISC blurb on SMiLE
The DISC blurb (LLVS pg. 131) on SMiLE is given a lot of credibility by SMiLEologists as proof that "Wind Chimes" wasn't part of The Elements as the two pieces are listed separately. The piece appears to be an "up to date" piece of SMiLE news from Derek Taylor. But I think it is simply the same old information dating from Nov. '66 with new "Heroes info.
The reason I think it is old news is that nothing really new is offered except the news that "Heroes and Villains" will "probably last five minutes." The word "probably" indicates that even this new information may not even be true. Another curious thing is the spelling of "Vega-tables" in the DISC blurb. In April of 1967 it seems that the title changed to "Vegetables" without the two "a"'s and the hyphen. All the news touting "Vegetables" as the next single have the later spelling. The photo of the master tapes in the GV 30 yrs box shows the title as "Vegetables." I think Derek Taylor is simply going off the LP back cover art when he talks to DISC.
Note that Taylor also mentions the 12-page booklet that was to accompany SMiLE. In the booklet "Vega-tables" is part of The Elements even though it is listed separately on the LP back cover. Being listed separately on the back cover is no indication that a track (or part of a track) is not part of The Elements.

You're right about the alternating 2 chord thing being all over the SMiLE stuff. All of SMiLE is about One thing.
I think if you edit together the last part of the box set "Wind Chimes" with "Fire" and the opening section from "I Love To Say DaDa" you only get maybe 2 or 2.5 minutes worth of instrumental music. That's the length of a standard track. That would be my Elements. That would explain the listing of The Elements with the tracks on the SMiLE back cover.
